...okay, in all seriousness, it's true, Vriska really is a huge bitch. While this is true of most trolls, she takes it up to the next level in a wide variety of ways. Her primary passtime is manipulating people into doing her bidding. Oh, murder, too. She's killed hundreds of people and fed them to her enormous spider guardian. She also murders at one other named character in cold blood, and arranges events that lead to the deaths of many more. She brings about the genesis of the monster that destroyed her world, just so that she could be the one to defeat it. She once built a building for her wheelchair-bound friend entirely out of staircases. Vriska is a monster, and not only knows it, but revels in the fact.

Of course, there's more to it than that. While she is definitely horrible, she's far from as horrible as she'd like you to think. She often tries to reconcile friendships broken by her past atrocities, and is genuinely sad when she fails. Most of the killing she does is because otherwise, the aforementioned giant spider would starve to death, leaving her alone in the world and ripe for the culling. She actually resents it for forcing her to kill so many people. Does this make her a good person? Heavens, no, but it's enough to make the judgment of "evil" a bit harder to place.

At her core, Vriska can best be described as a self-loathing massive failure. Her manipulation skills are far below how she percieves them; she can seldom manipulate anyone without resorting to using psychic powers on them, and is often manipulated by others without realizing it. She refuses to accept responsibility for her actions much of the time, instead complaining at length about her own terrible 'luck,' which is often the direct results of her own actions. If a massive explosion kills your guardian, maybe you shouldn't have suspended a doomsday device above it. She likes having people to be close to, but constantly pushes people away from herself and burns the bridges behind them by being a raging asshole. When hounded or stressed, she is prone to sudden bouts of self-directed insults.

And this brings us to the subject of relationships. Troll relationships are very complicated (http://smell-no-evil.livejournal.com/526.html), and Vriska's self-destructive tendencies don't make them any simpler. With her endless mean streak, you might think that she'd be very successful at black romance, but you'd be wrong - since she sort of hates the world in general, it's hard for her to work up the proper levels of loathing for that special someone. She's more capable of harboring flushed feelings (she has them for at least one other troll and two humans in canon), but that's where her aforementioned bridge-burning tendencies become an issue. By the time she has a crush on someone, nine times out of ten she's already antagonized them to the point of wanting nothing to do with her. Emotionally confused young lady that she is, Vriska will sometimes flip back and forth between calignious and flushed romance if one or the other is left unrequited, leading to her antagonizing and seducing the same person in alternate moments. This makes pretty much nobody happy, and just leaves her more frustrated and spiteful.

UPDATE

Changing canon point to when she was dying on her quest bed. I'll play with God Tier via future canon updating.
